| President Cyril Ramaphosa has announced changes to the National Executive and the appointment of David Mabuza as the new Deputy President of the Republic. |

Nhlanhla Nene, who held the post once before, has been appointed as Minister of Finance.
In a media briefing at the Union Buildings in Pretoria on Monday evening, 26 February 218, the President said he had made the decision to make certain changes to the composition of the National Executive.
“These changes are intended to ensure that national government is better equipped to implement the mandate of this administration and specifically the tasks identified in the State of the Nation Address,” he said.

“Pending the completion of their swearing-in as members of the National Assembly, I intend to further appoint Mr David Mabuza as the Deputy President of the Republic; Dr Zweli Mkhize as Minister of Cooperative Governance and Traditional Affairs; Mr Nhlanhla Nene as Minister of Finance; and Ms Reginah Mhaule as Deputy Minister of International Relations and Cooperation.”
President Ramaphosa said in making the changes, he was conscious of the need to balance continuity and stability with the need for renewal, economic recovery and accelerated transformation.
“As indicated in the State of the Nation Address, we have begun a review of the configuration, size and number of national ministries and departments. We will retain the existing ministries and departments until that review is completed,” he said.
“I wish to express my appreciation to all outgoing Ministers and Deputy Ministers for their service to government and to the people of South Africa,” said President Ramaphosa.

| DEPUTY PRESIDENT MABUZA HUMBLED BY OPPORTUNITY TO SERVE |

| From a “village boy” to ascending to the second-highest office in the land, the newly sworn-in Deputy President says he is humbled by the opportunity to serve the people of South Africa. |

David Mabuza said this in an interview shortly after a swearing-in ceremony that was officiated by Chief Justice Mogoeng Mogoeng at Tuynhuys in Cape Town on Tuesday evening, 27 February 2018.
After being sworn in as a Member of Parliament in National Assembly Speaker Baleka Mbete’s office around midday, the Deputy President took an oath of office in the presence of President Cyril Ramaphosa, Cabinet ministers, deputy ministers, family, staff from The Presidency and family members of executive principals.
The Deputy President said in reaction to his swearing-in: “It is a very humbling experience to see the trust that people have in you and it encourages you to do more and to do your best. I am very humbled by the trust displayed in me by the President and the ruling party … I hope I won’t disappoint. I will do my best”.
Describing himself as a village boy who has ascended to the second-highest office despite several challenges, the Deputy President was born in Brondal, Mathafeni, on 25 August 1960.
A teacher by profession, the Deputy President rose as an activist and got involved in the labour movement and politics before eventually being part of the Mpumalanga provincial legislature in 1994.
He was eventually elected as the Chairperson of the African National Congress in Mpumalanga in 2008 before being appointed as Premier the following year – a position he continued to hold until his appointment as Deputy President.

The council presents an opportunity for developing countries, including South Africa, to ensure that human rights and development issues are made central to any future discussions in the UN system.

The DCG is the outcome of the United Nations (UN) High-Level Partnership Mission, co-led by the UN Office for the Coordination of Humanitarian Affairs (OCHA) and the African Union Commission (AUC). The DCG is a coalition of key humanitarian and development donors that has been formed to keep the focus and attention on the issue of tackling drought and preventing famines. Through the DCG, the members will consolidate their support and leverage urgent international assistance to not only provide immediate relief to affected people, but also to build their long-term resilience.
South Africa is the only African country that had participated in the High-Level Partnership Mission and subsequently stepped up its humanitarian support and the Chair is a recognition of that effort.
The inaugural meeting focused on the outlook and risks for drought and famine on the African continent in 2018 and also deliberated on the Terms of Reference and future strategy of the group.
The meeting was graced by the UN Assistant Secretary-General for Humanitarian Partnerships with Middle-East and Central Asia, Rashid Khalikov, the UN Secretary-General’s Humanitarian Envoy, Ahmad Al-Maraikhi, as well as the AU Commissioner. | REVIEW OF THE TRAVEL ADVICE ISSUED BY THE UK GOVERNMENT ON TERRORISM IN SOUTH AFRICA |

| The Department of International Relations and Cooperation has written to the Government of the United Kingdom (UK), through the UK High Commission in Pretoria, requesting that the Travel Advice on South Africa, updated on 19 February 2018, be reviewed. |
|

The department is concerned about the removal of the sentence that “there have been no terrorist attacks in South Africa in recent years”, which had appeared in previous iterations of the Travel Advice, and that a new sentence has been added to the Travel Advice that is linked to the issue of terrorism that reads: “In February 2018, two individuals (dual SA-UK nationals) were kidnapped in KwaZulu-Natal province”.
The said kidnapping has not been proven to be linked to terrorism. The linkage that has been created by the Travel Advice is therefore viewed as premature. The isolated threats of terrorism that have been experienced in South Africa have been effectively and promptly dealt with. |

| AFRICA NEEDS TRANSFORMATIONAL POLICIES |

| Africa needed transformational policies that included private-sector participation, increased productivity levels and the creation of jobs, said the former Minister of Transport, Joe Maswanganyi. |

“A robust economic transformation is the key to shaping Africa’s ability to generate inclusive growth and tackle serious challenges, such as poverty and unemployment,” said the Minister when he recently addressed the handover of the rail rolling stock from Transnet to the National Railways of Zimbabwe (NRZ) in Bulawayo.
Transnet SOC Ltd-Diaspora Infrastructure Development Group (DIDG) Consortium delivered rolling stock to the NRZ to strengthen regional integration, trade and the recapitalisation of the Zimbabwean railway programme.
Transnet said the transaction between a South African-Zimbabwean consortium and NRZ was estimated at just over USD400 million.
It will further contribute to the realisation of the North-South Corridor Programme in the Southern African Development Community (SADC) region.
“I believe that the NRZ/Transnet partnership will go a long way towards harmonising and supporting the safe movement of freight and passengers in the region.
“What is imperative for us as ministers of transport is to ensure that such opportunities contribute towards building intra-regional trade, contribute to increasing industrialisation in the target country and that the initiative is aligned with priority programmes in the host country, the region and the continent,” former Minister Maswanganyi said.
Transnet said the delivery of the rolling stock would contribute to the region’s plans to perform an uninterrupted intra-trade and efficient railway system cementing Transnet’s Africa strategy, which will see railway, terminal and ports integration throughout the continent.
“To address Zimbabwe’s immediate railway capacity shortfalls, the consortium has entered into a six-month lease agreement for the rolling stock; the agreement is renewable on demand,” Transnet said.
Transnet’s Group Chief Executive, Siyabonga Gama, said the nature of the contract and the relationship with neighbouring and continent-wide rail, ports and pipeline logistics providers told a story of how Transnet strove to collaborate and grow its footprint on the African continent, Middle East and South Asia.
“This is not only a historical event, but a key economic contribution to the milestones set out for Zimbabwe,” he said.
Transnet said the delivery of the new and refurbished rolling stock would be finalised and announced in the near future as the consortium and Zimbabwe authorities concluded all the required governance processes and agreements.
“The new railway equipment for the mainline solution will be manufactured in South Africa by Transnet through its advanced manufacturing arm. This accomplishment will also reinforce Transnet’s transition from its current Market Demand Strategy to Transnet 4.0 Strategy,” Transnet said.
The main growth thrusts of Transnet 4.0 include the expansion of the company’s manufacturing business, with leading technologies to enhance new and existing products and improve business processes.

| SA REMAINS COMMITTED TO TRADE ON THE CONTINENT |

Speaking at a networking session recently, Mataboge assured delegates of South Africa’s support and commitment to the realisation of high level intra-African trade and investment.
The networking session was attended by a high-level delegation from several African countries, which participated in the annual Africa Energy Indaba Conference at the Sandton Convention Centre. The session was hosted by the Department of Trade and Industry (dti) in partnership with the South African Electrotechnical Export Council (SAEEC).
Mataboge spoke of the importance of engagements between government, the private sector and the business fraternity that was essential for African countries to trade among themselves. She said that by working together, African countries could address energy deficiency challenges.
“While opening up conversations to address energy deficiency, the continent need not miss out on the digital industrial revolution. This is a new wave that we need to apply our minds to while coming up with solutions,” said Mataboge.
Created in April 2016, the TIA initiative aims to be the arm of the dti that coordinates and implements South Africa's economic strategy for Africa. It focuses on advancing the priorities for Africa set out in the Industrial Policy Action Plan and the National Export Strategy, as well as the opportunities uncovered through continental trade negotiations.
Meanwhile, the Chief Executive Officer of SAEEC, Chiboni Evans, expressed satisfaction on the arrival of the high-level delegation from Kenya, Mozambique, Nigeria, South Sudan and Zambia in the country.
“Site visits are important to showcasing capabilities. For this reason, delegates will also have an opportunity to visit some of the leading South African manufacturers and suppliers of energy-related products that will showcase their capabilities and capacities in the energy sector. This will assist them in knowing where to source energy-related products and services for their own projects within the continent itself,” said Evans.
The Africa Energy Indaba Conference focused primarily on convening relevant and strategic international and local stakeholders to discuss and explore solutions to Africa's energy challenges.

| A group of 20 South African companies specialising in agro-processing, chemicals, clothing and textiles, forestry furniture, creative industries, built environment and capital equipment is exhibiting their products and services at the Ghana International Trade Fair in Accra. |

The companies partake in the fair as a result of the Department of Trade and Industry’s (dti) Export Marketing and Investment Assistance (EMIA) Scheme, which aims to develop export markets for South African products and services and to recruit new foreign direct investment into the country.
Speaking ahead of the fair, Minister Rob Davies said the international exhibition would provide an opportunity for South African companies to interact with Ghanaian businesses, as well as others that would be participating in the fair.
“The exhibition is aimed at offering a platform to not only introduce locally-made products to major decision-makers and prospective buyers on a one-on-one basis, but to also increase a footprint of South African products into the Ghanaian market,” said Minister Davies.
The Minister added that the country was keen to deepen bilateral trade and investment relations with the West African country.
This mission forms part of the dti’s objective to identify and create export markets for South African value-added products and services. It also serves to promote South African products, and service offerings, while creating business partnerships between business communities of the respective countries.
Under the theme, “Industrialising Ghana, Creating Jobs”, the fair is running from 28 February to 7 March.

| SA, SERBIA TO DEEPEN RELATIONS |

| South Africa and Serbia have agreed to explore other potential areas of cooperation in line with both countries’ priorities and interests. |

The Deputy Minister of Trade and Industry, Bulelani Magwanishe, said other identified areas of cooperation that hold prospects between the two countries included cooperation in the field of defence, trade, energy, arts and culture and sports.
“Our countries established an important platform at senior officials’ level to coordinate and enhance bilateral relations and cooperation.
“The last senior officials’ consultations hosted confirmed the growing cooperation and also acknowledged the need for intensification of sectoral cooperation, especially in the areas of agriculture and education,” Deputy Minister Magwanishe said on Friday, 23 February.
He was speaking at the Serbia Statehood Day celebrations that took place in Tshwane.
Deputy Minister Magwanishe added that the cooperation between the Serbian province of Vojvodina and Limpopo in agriculture was one of the encouraging cooperation programmes that could be replicated in other provinces.
“In the area of skills development, we appreciate the offer provided by the Serbian Government for scholarships for South African youth. We will need to look at how cooperation in this area could be strengthened.”
The Serbian Ambassador to South Africa, Bozin Nikolic, said South Africa was an important partner, not only in Africa but internationally.
He said the relationship between Serbia and South Africa was strong and had great potential to further deepen and develop in a wide variety of areas.
“Serbia is ready to further elevate the Serbia-South Africa mutually beneficial relations to new heights.
“With bright prospects and great potential of cooperation under the different frameworks, Serbia is willing to work with South Africa to enhance our partnership in development strategies, and to turn our bilateral traditional friendship and economic complementaries into a driving force to further cooperation,” Ambassador Nikolic said.
South Africa’s total exports to Serbia in 2016 were worth R39 million, while total imports from Serbia to South Africa amounted to R103 million in the same year.

| STUDY OPPORTUNITIES IN CHINA, RUSSIA |

| Applications for fully-funded international scholarships for 2018 are now open for South Africans to study abroad. |

The Department of Higher Education and Training every year engages in several international scholarship partnerships to provide opportunities for South Africans to study abroad on fully-funded scholarships at undergraduate and postgraduate levels.
The department facilitates the nomination process for several of the scholarships, which are open to all South African citizens with a strong academic record.
“The priority is on postgraduate studies, particularly for students intending to pursue a career in academia or in scarce skills areas,” the department said.
In some instances, scholarships are taught in the official language of host countries and will therefore only be awarded to applicants who already have the required level of language proficiency.
“Scholarships for language preparatory courses are available and applicants should successfully complete these language studies first before reapplying for a scholarship for degree studies taught in the foreign language,” the department explained.
Currently, there are two scholarship opportunities with different deadlines open for applications in China and Russia.
The Chinese Government is offering 30 scholarships to study at recognised Chinese institutions, at Bachelors, Master’s and PhD level with an opportunity to do Chinese language studies.
All programmes at Bachelor’s level are taught in Chinese, while many programmes at postgraduate level are taught in English.

The Russian Government is offering 35 scholarships to study courses in participating public universities in Russia. The programmes are offered at Bachelors, Master's and PhD levels, with specific focus on engineering, nuclear physics and technology, aeronautical engineering, natural and physical sciences, and many more.

The long-awaited result of a groundbreaking "legacy partnership" between celebrated Ndebele artist, Esther Mahlangu, and arts powerhouse, the Market Theatre Foundation, has finally been unveiled — and it's spectacular.
The new murals, which are full of the colour, graphic linearity and punch associated with the 82-year-old artist, are located across three key locations around downtown Johannesburg — the Market Theatre foyer in Newtown, the brand-new Esther Mahlangu Boardroom at the Windybrow Theatre in Hillbrow and the contemporary Market Square complex.
"This is the proudest moment in our 42 years, when the internationally acclaimed artist Esther Mahlangu and the iconic Market Theatre Foundation come together in a meeting of artistic expression," says Chairperson of the Market Theatre Foundation, Kwanele Gumbi.
2018 is proving to be a bumper year for the artist, with upcoming solo exhibitions around the world and an important local showing at the Nirox Foundation with multimedia artist Yoko Ono at the Cradle of Humankind.

Deadline reported recently that Academy Award winning actress, Lupita Nyong’o, will play his mother Patricia in the upcoming film adaption.
The Black Panther actress shared the news on Instagram alongside a picture of her and Noah she wrote: “When I read @TrevorNoah's "Born A Crime," I could not put the book down. Excited to announce that I will be starring in and producing its feature film adaptation! #BornACrime.”
Noah reposted the picture saying: “My mom is a powerful woman who could easily be one of the beautiful soldiers in Wakanda. So it's beyond a perfect fit that she would be portrayed on the big screen by the radiant and regal Lupita Nyong'o. I'm beyond excited”.
The 2016 best-seller centres on Noah’s childhood growing up in post-apartheid South Africa as the son of a white father and black mother.
According to The Hollywood Reporter, the film which is still in its early stages will be produced by Noah’s Ark Angel Productions.

Dantanio (38) hails from Kimberley where he grew up in a musical family – his mother sang in church, his father played guitar and his grandfather played the organ. From a young age, Dantanio mimicked famous singers, but when he saw Michael Jackson on VHS he was hooked, and not before too long he was performing Michael Jackson numbers at local festivals.
It was his dream to perform around the world … and so he sent a video clip to production houses around the globe. At the top of his list was Showtime Australia. And sure enough, after a “vigorous audition process” and a year of searching for someone who was talented enough to pull off a Michael Jackson performance in front of die-hard MJ fans, they cast Dantanio in the role of his dreams in 2014 … selecting him from 1 600 tribute artists.
Dantanio has performed around the world (including in Singapore where a woman who had seen seven live MJ shows still couldn’t believe she wasn’t watching MJ himself) and the bookings keep coming.
Dantanio is currently in New Zealand for the second time. Next month, the show heads to Ireland, and then the United Kingdom in May … and he’ll be back home performing in South Africa in January 2019.
Dantanio says: “I love doing it. I’ve been doing it since I was nine years old. To tour the world, being from South Africa, is very inspirational and very humbling.”
