| Minister of Foreign Affaires, Dr Nkosazana 
                          Dlamini Zuma to Lead South African Delegation to AU-EU 
                          Troika Meeting, Ireland, Dublin Thursday, 1 - Friday, 
                          2 April 2004 Minister of Foreign Affairs, Dr Nkosazana Dlamini Zuma 
                          will together with the Chairperson of the African Union 
                          Commission, Alpha Omar Konare, and the Foreign Minister 
                          of Mozambique, Dr Leonardo Simao, the current Chair 
                          of the African Union Executive Council of Ministers, 
                          lead the African delegation to the AU-EU Troika meeting 
                          on Thursday, 1 April 2004 in Dublin, Ireland. The African Union Troika is made up of South Africa, 
                          Mozambique and the Chairperson of the African Union 
                          Commission, whilst the European Union Troika will be 
                          represented by a delegate from the European Union Commission, 
                          the Irish Foreign Minister, Brian Cowen TD and the Foreign 
                          Minister of the Netherlands, Jaap de Hoop Scheffer. The AU-EU Troika meeting is expected to discuss, amongst 
                          others: · Peace and security viz, the recently established 
                          Peace and Security Council and conflict situations on 
                          the African continent, with particular reference to 
                          the latest development in the DRC, Comores and Sudan;
 · Governance, viz, Africa's new Economic Revival 
                          plan (NEPAD) and the African Peer Review Mechanism (APRM); 
                          and
 · Regional integration and trade and key development 
                          areas between both regions namely the relationship between 
                          the African Union and Regional Economic Communities 
                          (RECs), Africa's debt situation, migration and food 
                          security.
 SA-EU Troika Ministerial MeetingMeanwhile on Friday, 2 April 2004, South Africa's Foreign 
                          Minister, Dr Nkosazana Dlamini Zuma will hold discussions 
                          with the EU Ministerial Troika in Dublin, Ireland.
 Discussions will include, general socio-economic and 
                          political conditions being experienced in South Africa 
                          and the EU; implementation and review of the SA-EU Trade, 
                          Development and Co-operation Agreement (TDCA); political 
                          co-operation between South Africa and the EU; South 
                          Africa's 10 Years of Democracy Celebrations; and a review 
                          of developments in the EU, including the campaign against 
                          terrorism and the enlargement of the body. The EU troika will consist of the EU Commissioner for 
                          Development, Poul Nielson; the Irish Foreign Minister, 
                          Brian Cowen TD; and the Dutch Minister for Development, 
                          Agnes Ardenne van den Assen.On conclusion Minister Nkosazana Dlamini Zuma will hold 
                          bilateral political and economic discussions with the 
                          Irish Foreign Minister, Brian Cowen TD with a view to 
                          further consolidating relations between both countries. 
                          It is expected that both Foreign Ministers will sign 
                          a Declaration of Intent following the meeting.
