MR DHM GIBSON TO ASK THE MINISTER OF FOREIGN AFFAIRS:
QUESTION:
(1) Whether, with reference to her reply to Question
No 196 on 27 February 2004, farms listed under the Zimbabwe
land reform programme which are owned by Southern African
nationals have now been de-listed in accordance with
the laws and regulations of Zimbabwe; if not, (a) why
not and, (b) what action has the Government taken to
ensure that Zimbabwe complies with its assurance in
this regard; if so, (I) on what date or dates were they
de-listed and (ii) which farms have been de-listed;
REPLY:
(1) To date, no farms listed under the Zimbabwean land
reform programme which are owned by Southern African
nationals have been de-listed in accordance with the
laws and regulations of Zimbabwe. The Zimbabwean Government
is still in the process of assessing the situation on
the farms on a case- by- case basis.
The South African Government is constantly engaging
the Zimbabwean government to ensure that the Zimbabwean
government complies with its assurances. In addition,
the South African Government has provided the Ministry
of Foreign Affairs and the Ministry of Lands, Land Reform
and Resettlement with the lists of the names of the
farmers and farms affected by the Fast Track Land Reform
and has also facilitated meetings between senior officials
of the Ministry of Lands, Land Reform and Resettlement
and some of the affected farmers.
Furthermore, our DTI has together with the Zimbabwean
Government concluded a Bilateral Investment Promotion
and Protection Agreement (BIPPA) which is aimed at,
among other issues, protecting the properties of South
African nationals in Zimbabwe.
QUESTION:
(2) What (a) progress has been made in concluding a
Bi-lateral Investment Promotion Protection Act with
Zimbabwe and (b) is the target date for the conclusion
of the Agreement? N255E
REPLY:
2 (a) and (b) Substantial progress has been made in
concluding a Bilateral Investment Promotion and Protection
Agreement (BIPPA). In December 2003, our DTI and the
Government of Zimbabwe met in Harare and concluded a
BIPPA.
