Investigation into Departmental Travel Claims in Light of Irregularities Revealed in Parliament in Respect of Travel Vouchers

QUESTION NO: 874

MR DHM GIBSON (DA) TO ASK THE MINISTER OF FOREIGN AFFAIRS:

1. Whether any investigation has been conducted into the travel claims made by or on behalf of, or the use of travel facilities by or on behalf of, officials of her department in light of the irregularities revealed in Parliament in respect of travel vouchers, if not why not; if so, what are the findings;

2. (a) what amount was spent by officials of her department on (I) hotel accommodation, (ii) restaurant expenses and (iii) travel costs in the (aa) 2003-04, (bb) 2004-05 and (cc) current financial years and (b) which travel agents received payments for services in each of those financial years?

REPLY:

1. No. No investigations were necessary because no irregularities were detected.

2(a) (i) and (ii) Hotel Accommodation and Subsistance Allowance (Including Restaurant Expenses)
Please note that items 2(a) (i) and 2 (a) (ii) are combined as one item i.e. Accommodation and Subsistence Allowance (includes Daily Allowance and Restaurant Expenses)
(aa) for the 2003-2004 financial year the total figure amounts to R102 967 490.33
(bb) for 2004-2005 financial year the total figure amounts to R108 011 795.70
(cc) for the 2005-2006 financial year the total figure amounts to 18 771 299 end of July 2005.

2(a) (iii) Travel Costs
(aa) for the 2003-2004 financial year the total figure amounts to R75 509 528.91
(bb) for 2004-2005 financial year the total figure amounts to R114 192 751.90
(cc) for 2005-2006 financial year total figure amounts to R39 902 345.00 end of July 2005.

2(b) Travel Agencies
The following agencies have been utilised in the Department for the past two financial years,
(aa) 2003-2004: Rennies, Wings Naledi, Park Travel and Magic Travel
(bb) 2004-2005: Rennies, Wings Naledi, Park Travel and Magic Travel
(cc) 2005-2006: The above-mentioned Travel Agencies are still being utilised in the Department.
