MR AJ LEON (DA) TO ASK THE MINISTER OF FOREIGN AFFAIRS:

1. (a) What was the total cost to the State of consultants used by her department in the (i) 2005-06 and (ii) 2006-07 financial years, (b) what are their names, (c) for what purpose were they used and (d) what was the reason for preferring to use consultants instead of hiring persons with the necessary skills?

REPLY TO QUESTION 1(a)

(i) For the financial year 2005/06 the total costs incurred on utilisation of consultants amounted to R1,095,956

(ii) For the financial year 2006/07 the total cost incurred on utilisation of consultants amounted to R6, 977,976.18

Manase and Associates

Assisted in conducting internal audits and undertaking skills and capacity building.

A Departmental Internal Audit Unit is in place and staffed, however, consultants are utilised to enhance capacity and undertake skills transfer and assist in the performance of specific audits.

New Dawn Technologies

To assist the Department in developing a Business Process System.

The services were a once off assignment that requires specialised skills and it was not practical to employ persons on an ongoing bases.

Ngubane & Associates

To assist the Department in developing of a fixed asset register.

Ngubane and Associates is the only accredited firm for HARDCAT Australia LTD. The Department utilised Hardcat for its Fixed Asset Register. The service of Ngubane and Associates was critical in the development of the Fixed Asset Register, as prescribed in the Treasury Regulations.

Kwinana and Associates

Assisted the Department with the financial processes in attending to long outstanding transactions.

The services were a once off assignment that required specialised skills and it was not practical to employ persons on ongoing bases for the specific assignment. However the Department is in the process of fully capacitating the Finance Unit.

Price Water Coopers

Assisted the Department in conducting a specific forensic assignment and undertake skills transfer

The Department has established a Forensic Audit Unit, however from time to time specific assignments are conducted that requires specialised skills which are then procured outside of the Department. It was impractical and uneconomical to hire persons with such skills on a permanent basis.

Wolke Waltrus & Mkhize

Assisted in Forensic Audit in conducting a specific Forensic Audits assignment and skills transfer.

Independent Environmental Consultants to manage the environmental impact assessment process for the Department’s new Head Office project in terms of the Environmental Conservation Act, 1989

Act prescribes that environmental practitioners be used to prepare technical reports relating to the fauna & flora, socio economic impacts, traffic impacts etc of the development on the land. The service was a once off engagement requiring specialist skills
