Status on the Two Head Office-approved Posts of Deputy Director-General
deployed abroad that serve at the Level of Chief Director NATIONAL ASSEMBLY FOR
WRITTEN REPLY QUESTION NO: 17 PUBLISHED IN INTERNAL
QUESTION PAPER NO 41 OF 1 DECEMBER 2006 Mr L B Labuschagne (DA) to ask
the Minister of Foreign Affairs: (1) Whether, with reference to her reply
to Question 555 on 6 November 2006 in which it was indicated that the two head
office-approved posts of Deputy Director-General are deployed abroad serving at
the level of Chief Director, the posts should be abolished if the incumbents are
not required at head office; if not, (a) why not and (b) why are the incumbents
occupying their posts;
(2) Whether there are any Chief Directors in her
department capable of occupying the Missions posts; if not, why not; if so, what
are the relevant details;
(3) Whether anyone is doing the work of the
Deputy Directors-General at head office; if so, what are their ranks?

Whether they are acting Deputy Directors-General; if so, for how long;
(5)
Whether this is in accordance with Public Service regulations; if not, what is
the position in this regard; if so, what are the relevant details? N22E
REPLY: With
reference to her reply to question 555 on 6 November 2006, it was indicated that: (1)
None. However there are two (2) Deputy Directors-General who were occupying the
approved posts at Head Office and they are currently serving in Missions at the
level of Chief Director".
(a) The two positions of Deputy Director-General
which are on the approved structure at Head Office are in-deed required.
(b)
The incumbents are currently not occupying the posts of approved Deputy Director-General
at Head Office. When the incumbents were deployed to serve in Missions they were
relocated to the approved structure of the Missions.
(2) There are Chief
Directors capable of occupying Mission posts. Individual's capabilities are considered
and matched with the required needs of the Mission.
(3) Yes. One of the
positions is filled by a Deputy Director-General and the other position is still
vacant, but currently a Chief Director is acting in that position.
(4)
Yes. The one position as indicated above, the incumbent has been acting since
April 2006.
(5) It is in accordance with the Public Service Regulations.
