Performance Assessments for all Senior Management Officials
from the rank of Director and above, including Heads of Mission, for the 2005-06
and 2006-07 Financial Years with the Department of Foreign Affairs NATIONAL

to ask the Minister of Foreign Affairs: (1) Whether performance assessments
were completed for all senior management officials from the rank of director and
above, including Heads of Mission, within the stipulated period of the (a) 2005-06
and (b) 2006-07 financial years; if not, why not; if so, (i) how many were (aa)
completed and (bb) not completed in respect of each rank and (ii) what steps are
being taken to rectify the matter; (2) Whether performance bonuses were
paid to officials without a performance assessment; if so, (a) why and (b) what
amounts were paid in each case? REPLY: (1)(a) (i)(aa) 2005/6
cycle 149 SMS appraisals were completed (bb) Non completion: 2005/6
cycle 4 - Deputy Directors-General; 18 - Chief Directors and 55
- Directors (ii) Steps for rectifying the matter: · Formal
letters were written to each individual requesting explanation for non-compliance.
The issue of non-compliance and consequences thereof is continuously raised and
discussed in all Management meetings. (b) 2006/7 cycle Assessments
are done on the first week of April of the year following the end of the Performance
Year (31 March 2007). Assessments for the 2006/2007 cycle are currently being
conducted and the entire process should be finalised in May. (2) No performance
bonuses or notch increases are paid to officials without performance assessments.
