Mr K S Mubu (DA) to ask the Minister of International Relations and Cooperation:
(1) Whether her department makes use of private security firms; if so, how much money was spent on such firms in 2008;

(2) Whether these firms are used on a contractual basis; if so, (a) how many contracts did her department take out in this regard in 2008, (b) with which firms were these contracts taken out, (c) for what specific purpose was each contract taken out and (d) what was the value of the contract in each case;

(3)Why is there a need for her department to use a private security firm as opposed to state security?  NW613E

REPLY:

1. Whether her department makes use of private security firms; if so, how much money was spent on such firms in 2008?

      a)         Yes – the department’s missions do make use of private security firms.

3.   Why is there a need for her department to use a private security firm as opposed to state security?
                       
Currently 36 missions make use of private firms for security at the Official residences as well as at the Chanceries.  The main reason therefore is the fact that it is more cost effective to appoint private security firms than to employ staff to secure facilities 24 hours a day on the Department’s establishment.  In many cases host countries do not provide security services or provide limited services in respect of the Chancery only.  Official residences and private residences thus have to be secured by the Department. 

At Head Office security services are provided by permanent employees of the State.
