- No, South Africa has not entered into discussions with the government of Zimbabwe on the implications of their “Indigenisation and Economic Empowerment (General) Regulations 2010 on foreign investment” on the refugee situation in South Africa.
This law is a national law in Zimbabwe and South Africa thus cannot interfere with the domestic laws of a sovereign state.
