Status on the revised Strategic Objectives of the Department of International Relations and Cooperation regarding the New Partnership for Africa's Development (NEPAD)

Mr LS Ngonyama (Cope) to ask the Minister of International Relations and Cooperation:
- Whether her department, in line with its revised strategic objectives, has achieved any success in the past ten months in promoting the implementation of the New Partnership for Africa's Development (Nepad) especially amongst signatories not implementing; if not, why not; if so, (a) what success, (b) with which countries and (c) when?
REPLY:
- Since my appointment as Minister of International Relations and Cooperation in May 2009, my department has worked towards and has supported the integration of NEPAD including the coordination of its programmes and projects into the structures of the African Union so as to facilitate the enhanced implementation of NEPAD. This work culminated in the African Heads of State formalizing this at the 14th Ordinary Session of the African Union Assembly in February 2010.
We have, in addition, agreed to the establishment of a new entity: the NEPAD Planning and Coordinating Agency (NPCA). The NPCA will focus on taking further the programmes of the AU by translating / converting decisions of the AU Assembly and the AU Executive Council into tangible projects and programmes for the Regional Economic Communities (RECs) to implement. The NPCA will coordinate and monitor such programmes and projects amongst the RECs and member states as well as providing technical expertise where needed.
Furthermore, the African Heads of State at the 14th Ordinary Session of the African Union Assembly in February 2010 agreed that the CEO of NEPAD be mandated to “work out the modalities and roadmap” for the effective functioning of the new NEPAD Agency in collaboration with the AU Commission by the next Ordinary Session of the Assembly in July 2010.
