Progress made towards fulfilling commitment and enhancing the capacity of the PAP by vesting it with legislative powers during the opening ceremony of the 7th Ordinary Session of the Second Pan African Parliament (PAP)

MR LKB MPUMLWANA (ANC) TO ASK THE MINISTER OF INTERNATIONAL RELATIONS AND COOPERATION:

1. With reference to the opening ceremony of the 7th Ordinary Session of the Second Pan African Parliament (PAP) where she reiterated the Government’s commitment to building a well- deserving precinct for the seat of the PAP, what Progress has been made towards fulfilling this commitment and enhancing the capacity of the PAP by vesting it with legislative powers;

REPLY:

1. The building of a permanent Pan African Parliament precinct remains on the agenda of Government. However, progress has been slow vis-à-vis the completion of the permanent precinct on the site that was identified in Midrand. The new precinct is envisaged to amongst others, host the Nepad Secretariat, APRM and the AFCONE.

2. During the recently held Summit in Malabo, the Assembly adopted a Decision/ AU/8(XXIII) which includes the revised Protocol to the Constitutive Act of the African Union relating to the Pan African Parliament. Article 8 of the said Protocol on the functions and powers states that the Pan African Parliament shall be a legislative organ of the African Union. However, the Assembly shall determine the subjects/areas on which the PAP may propose Model Laws. The Article further states that the PAP may on its own make proposals on the subject/areas on which it may submit or recommend draft Model Laws to the Assembly for its consideration and approval.
