Communiqué from NEPAD Heads of
State Meeting
The Presidents of Algeria, Nigeria, Senegal and South
Africa, meeting in Johannesburg in their capacity as
the NEPAD Heads of States and Government Implementation
Committee, express their grave concern over reports
reaching them on the persistent deadlock in the peace
process in Côte d'Ivoire.
The Presidents stress that the non-implementation of
the Accra III Agreement will derail the process that
should lead to the holding of elections in October 2005,
which should be inclusive, fair and transparent.
The Presidents at Johannesburg strongly urge President
Laurent Gbagbo and all the Ivorian political leaders
to commit themselves to a full and unconditional implementation
of the Linas Marcoussis and Accra III Agreements. In
this connection, the Presidents fully endorse the statement
for 19 October 2004 by the UN Secretary General, Mr
Kofi Annan, in which he called for the immediate adoption
of all legislative reforms, the revision of article
35 of the Constitution on the eligibility to the Presidency
and for the disarmament of all armed elements, including
militias, at the earliest.
The Presidents reaffirm their support for the Government
of National Reconciliation headed by Mr Seydou Elimane
Diarra, the 'Consensus' Prime Minister agreed at Linas
Marcoussis
