Memorandum of Understanding Beween the Governments of the Republic of South Africa and the Republic of Italy in the Field of Health in Gauteng Province

The Memorandum of Understanding deals with the Project to Support the Gauteng Department of Health in implementing a comprehensive health information system (hereinafter referred to as "the Project"). The aim of the Project is to adapt the health information system in Gauteng in order to allow an equitable, efficient and sustainable planning and management of health care provision.

The objectives of the Project are to -

(a) produce a mapping Geographical Information System (hereinafter referred to as "GIS") of the facilities that provide health care in Gauteng and classify them according to the services provided;

(b) obtain data from the health facilities to feed in the GIS database to produce regular reports and maps;

(c) make sure that reports and maps are useful and can be utilised also to ensure a proper understanding of modelling and scenario analysis;

(d) obtain a population profile in terms of morbidity and relevant population structure (age, gender, location, social characteristics) in order to compare provision of health services with population needs; and

(e) produce a set of performance indicators for the health services and compare them to the client satisfaction.

The DGCS will make the following funds available, for the implementation of the Project -

(a) one million one hundred and seventy seven thousand five hundred and twenty one Euro (1,177,521 Euro) for technical assistance;

(b) five hundred and twenty six thousand seven hundred and eighty six Euro (526,786 Euro) for funds to be used by the Gauteng department of Health;

(c) one hundred and three thousand two hundred and ninety one Euro (103,291 Euro) for an agreement on training with Istituto Superiore di Sanita (Italian National Institute for Health).

The Memorandum of Understanding shall remain in force for a period of three years and can be extended if Italy and South Africa deem it necessary.
