Minister of Foreign Affairs to Attend
the African Union (AU) Extraordinary Executive Council
and Assembly Sessions on Agricultural and Water and
a Common African defence and Security Policy, , Sirte,
Libya Wednesday, 25 - Saturday, 28 February 2004
Minister of Foreign Affairs, Dr Nkosazana Dlamini Zuma
will depart from South Africa on Monday, 23 February
2004 to attend the Extraordinary Executive Council of
the African Union (AU) in preparation for the Extraordinary
Assembly Session on Agriculture and Water and a Common
African Defence and Security Policy to be attended by
President Thabo Mbeki from 27-28 February 2004 in Sirte,
Libya.
This session aims to develop and receive agreement
on continental positions regarding
- The NEPAD Comprehensive Africa Agriculture Development
Programme (CAADP) as the primary agriculture sector
plan for Africa;
- The African water vision; and
- To conclude matters relating to Africa's Common
African Defence and Security Policy.
Water as the primary component in the development of
agricultural proposals will be discussed as follows:
- Water as an instrument of integration and sustainable
development; and
- Shared management of water for integrated development
of Africa.
African Ministers of Defence and Security met in Addis
Ababa in January 2004, to consider the Framework on
a Common African Defence and Security Policy (CADSP)
as instructed by the AU Assembly session in July 2003
in Maputo. In addition the Ministers considered matters
relating to the Protocol Establishing the Peace and
Security Council, most notably the Policy Framework
for the establishment of the African Standby Force (ASF)
and the Military Staff Committee (MSC). The intention
was that this document could then be submitted for further
consideration by the Extra-ordinary Assembly session
in Sirte, on 28 February 2004.
