South African Government welcomes Adoption
of UNSC Resolution 1544 (2004), 19 May 2004
The South African Government welcomes the adoption
of the United Nations Security Council (UNSC) Resolution
1544 (2004) on the events in Gaza, Palestine by a unanimous
vote, on 19 May 2004.
Deputy Minister Aziz Pahad, said, "The resolution,
which expresses grave concern at the demolition of homes
in Gaza by Israel, condemns the killing of Palestinian
civilians and calls upon the Government of Israel to
respect its obligations in terms of international humanitarian
law, is indeed a welcome development. The killing of
24 Palestinian civilians, by missile and tank fire,
during a peaceful demonstration in Rafah Refugee Camp,
Gaza on Wednesday, 19 May 2004, gives greater urgency
to this resolution."
The South African Government joins the international
community in condemning this incident as a shocking
disregard for human life. "As reflected in the
statements made during the Security Council debate,
'the events in Gaza have not served the purposes of
peace and security' for Israel. Israelis, like Palestinians,
have legitimate security concerns, however these must
be dealt with within the context of international and
humanitarian law. Furthermore these events have worsened
the humanitarian situation of the Palestinians and have
not resulted in enhancing Israel's security. The volatile
and dangerous situation demands that the United Nations
urgently consider sending observers to the region to
prevent a human catastrophe," Deputy Minister Aziz
Pahad added.
The South African Government reiterates the call for
the leaderships of Israel and Palestine to remain committed
to their obligations as spelt out in the Road Map. A
comprehensive, peaceful negotiated solution remains
the only viable option for the two state solution in
the best interests of the Palestinian and Israeli peoples.
