Cost Implications for the South African Government for Hosting the Pan-African Parliament at Gallagher Estate in Midrand

(STANDING OVER FROM 8 SEPTEMBER 2004 - TRANSFER OF WRITTEN PQ 388 - PUBLISHED IN THE INTERNAL QUESTION PAPER NO 8 OF 13 AUGUST 2004MR WJ SEREMANE (DA) TO ASK THE MINISTER OF FOREIGN AFFAIRS:

(1) Whether the Government will enter into a lease agreement with the owners of Gallagher Estate in Midrand to use the estate to host the Pan-African Parliament (PAP); if not, what is the nature of the agreement regarding Gallagher Estate; if so, (a) who are the owners of the estate, (b) what is the duration of the lease agreement and (c) what is the total annual cost to the taxpayer of this lease agreement;

(2) whether alterations are planned to the estate for the PAP; if so, (a) what specified alterations, (b) who are the (I) architects and (ii) building contractors hired for this purpose and (c) what is the total estimated cost of these alterations;

(3) whether the owners of the estate will be liable for the costs of alterations; if not, why not; if so, what are the relevant details;

(4) whether it is anticipated that Gallagher Estate will become the permanent home of the PAP; if not, (a) why not, (b) where will the permanent home be located and (c) what is the estimated total cost of creating a new permanent home for the PAP;

(5) whether all the member states will be required to contribute towards the cost of constructing a permanent home for the PAP; if not, (a) why not and (b) who will pay for this; if so, (I) what total amount is (aa) each member state and (bb) South Africa required to pay, (ii) by what date is each state required to pay its contribution towards these costs and (iii) what action will be taken if any of these states fail to pay its contribution by the deadline? N459E

REPLY:

(1) Yes
(a) Johnnic Inc.
(b) Five years.
(c) R18 696.00 plus VAT (R2,617,440.00) increasing by 8% per annum.

(2) The lease signed with Gallagher Estate specifies that they will provide:
(a) a purpose-built Chamber, offices and committee rooms. This may require alterations to existing infrastructure.
(b) Gallagher Estate will appoint the necessary architects and building contractors to do the alterations.
(c) The cost associated with these proposed renovations is for the account of Gallagher Estate.

(3) Yes.

(4) No.
