Extradition Assistance by the South African Government to two South African Citizens imprisoned in Thailand

MRS SM CAMERER (DA) TO ASK THE MINISTER OF FOREIGN AFFAIRS:

Whether any steps have been taken to assist two South African prisoners (names furnished - William A Bosch and Sean G Allan) who have served approximately eight years of a ten-year sentence, to be extradited and returned to South Africa; if not, why not; if so, what steps? N376E

REPLY

No. South Africa does not have a Prisoner Transfer Agreement with Thailand or any other country. In this regard the Government is of the view that South Africans who are arrested for crimes committed abroad, must serve the prison terms and conditions of such terms in the countries where the offences were committed, in this case, Thailand.

To enter into such agreements with countries in which South Africans are serving drug related sentences sends a message which contradicts the strong stand that South Africa has taken domestically regarding serious crime (including drug trafficking) as well as our commitment to support international efforts to combat the narcotics trade.
