QUESTION NO 898

PUBLISHED IN INTERNAL QUESTION PAPER NO 29 OF 22 OCTOBER 2004

MR DHM GIBSON (DA) TO ASK THE MINISTER OF FOREIGN AFFAIRS:

Whether, since 1999, her department has awarded any contracts to any companies whose owners, directors and/ or shareholders are office-bearers of any of the structures or wings of the (a) National Executive Committee, (b) National Working Committee, (c) Youth League and /or Women's League of a certain political organisation (name furnished as ANC - not for publication…); if so, in each specified instance, (i) what is the name of the company that was awarded the contract, (ii) on what date was the contract entered into, (iii) what are the (aa) names of and (bb) positions held by the owners , directors and/ or stakeholders of the company who are office-bearers of any one or more of the four structures listed above, (iv) what is the nature of the work that the company was contracted to perform and (v) what is the value of the contract? N1293E

REPLY:

National Treasury Regulations and procedures for tendering and entering into contracts by national departments do not make provision for owners, directors and/or shareholders of tendering companies to be identified as office-bearers of any of the structures or wings of political organisations.

The Department is therefore not in a position to know whether any contracts were awarded to any companies whose owners, directors and/or shareholders are office-bearers of any political organisations.
