President Thabo Mbeki to Host Tanzanian President Benjamin Mkapa,
Tshwane, South Africa, 21-23 September 2005 Tshwane -The South African President,
Mr. Thabo Mbeki will on Wednesday 21 September 2005 host President Benjamin Mkapa
of Tanzania who undertakes a three-day state visit to South Africa (21-23 September
2005) President Mkapa will use this official visit to bid farewell to President
Thabo Mbeki and other leaders in the region as he concludes his second consecutive
term in office. Tanzania will hold general elections on 30 October 2005 and the
Tanzanian Constitution bars The President from standing for a third term. Presidents
Mbeki and Mkapa are expected to begin their bilateral political and economic discussions
on Thursday, 22 September 2005. Issues on the agenda for discussions will
include: - The status of bilateral political and economic relations between
South Africa and Tanzania;
- A briefing by President Mkapa on his country's
preparations for elections to be held at the end of October 2005;
- Regional
developments including an update of the situation in Burundi and the Ivory Coast;
In the interest of stronger relations with countries in the region
and on the continent the following agreements will be concluded during President
Mkapa's visit to South Africa: - An Investment Promotion and Protection
Agreement (IPPA)
- On mutual assistance between the Customs Administrations
of both countries; to enable both to exchange information, provide technical assistance;
undertake surveillance and investigations together with, and on behalf of each
other.
- The Avoidance of Double Taxation; to limit the taxing jurisdiction
of both States with regard to the flow of, and return on, investments between
both countries and by exchange of information, to combat fiscal evasion.
- An
agreement establishing the Presidential Economic Commission. This Economic Commission
will serve as an important instrument to consolidate, broaden and effectively
manage bilateral relations as well as ensure the delivery on programs of action
determined between both governments.
The South African government
will use the visit to further cement fraternal relations with the Tanzanian leadership
and acknowledge their role in the resolution of conflicts in the Great Lakes region,
as evidenced by the success of the historic Burundi Peace Process, an initiative
