Joint Statement on the Meeting between the Ministers of Foreign
Affairs of the Troika of the Non-aligned Movement and the Minister of Foreign
Affairs of the Islamic Republic of Iran, Hemanus, Republic of South Africa, 27
January 2006 At the request of the Minister of Foreign Affairs of the Islamic
Republic of Iran, H.E. Mr Manouchehr Mottaki the Ministers of the NAM Troika comprising
of H.E. Mr. Syed Hamid Albar, Minister of Foreign Affairs Malaysia; H.E. Dr. Nkosazana
Dlamini Zuma, Minister of Foreign Affairs of the Republic of South Africa; and
H.E. Felipe Perez Roque, Minister of Foreign Affairs of Cuba, had a meeting with
him in Hermanus, South Africa on 27 January 2006 in order to enable him to brief
the Ministers of the NAM Troika on the latest development on Iran's nuclear programme. The
Ministers of the NAM Troika expressed appreciation to their Iranian counterpart
for keeping them abreast about recent developments on the issue, within the context
of on-going consultation within the NAM. They recalled the visit of the NAM Troika
to Teheran on 11 and 12 November 2005 and reiterated the principled position of
NAM concerning disarmament, non-proliferation of nuclear weapons and the peaceful
uses of nuclear energy, as well as the pertinent provisions of the Treaty on the
Non-Proliferation of Nuclear Weapons (NPT) thereof as contained in the their Joint
Statement to the press during the visit to Tehran in November 2005. These include
in particular reaffirming the basic and inalienable right of all States Parties
to the NPT to develop nuclear technology for peaceful purposes, without any discrimination
and in conformity with their safeguards agreements in connection with the NPT.
The Ministers of the NAM Troika remained supportive of the ongoing work
by the International Atomic Energy Agency (IAEA) in clarifying issues relating
to Iran's nuclear programme, which should be resolved within the framework of
the Agency. In this regards, they underscored the importance of the on-going cooperation
between Iran and the Agency to resolve the remaining issues. They urged all parties
concerned to exhaust all efforts through dialogue and negotiations, in their endeavor
to resolve these issues as soon as possible in an amicable manner. In this regard,
they welcome Iran's intention to negotiate with the EU3 as well as the Russian
Federation in respect of its proposal on the issue of uranium enrichment, and
expressed the hope that these negotiations would contribute towards achieving
