Signing of Performance Agreement Contracts by Senior Management within the Department of Foreign Affairs

Mr D H M Gibson (DA) to ask the Minister of Foreign Affairs:

(1) (a) Which appointments in respect of senior management positions (level 13-16) in her department (i) are subject or (ii) not subject to the signing of performance management contracts and (b) what are the reasons for the distinction in each case;

(2) What was each incumbent's annual remuneration in each of the past five years for which information is available;

(3) Whether they received any performance bonuses; if not, why not; if so, (a) what amount was paid in each case and (b) what criteria were used for the determination and payment of performance bonuses;

(4) Whether those criteria matched the performance contracts of the relevant employees; if not, what is the position in this regard; if so, how did the relevant employees perform in terms of those criteria? N1591E

REPLY:

(1) (a) (i) All senior management positions in the Department of Foreign Affairs are subject
to the signing of the performance management contracts which is in line with the Department of Public Service and Administration and framework on Performance Management Development System

(ii) None

(b) Not Applicable

(2) Annual remuneration for each incumbent for the past five years is attached as annexure A.

(3) (a) 24 SMS members qualified for performance bonuses.
The total amount paid was R399 737.21

(b) Performance bonuses are strictly paid in line with the Department of Public Service and Administration's policy and framework on Performance Management Development Programme.

(4) Yes, the criteria matched the performance contracts of the relevant employees
