Final Communiqué: Tripartite Summit, Luanda, Angola, 12 March 2013
- The Presidents of the Republic of Angola, His Excellency Jose Eduardo dos Santos, the Democratic Republic of Congo, His Excellency Joseph Kabila and the Republic of South Africa His Excellency Jacob Zuma, met in a Tripartite Summit on the 12 of March 2013 in Luanda with a view to analyse the current situation in DRC agree on how to better implement the Framework-Agreement for peace, stability and cooperation signed on the 24th of February 2013 in Addis Abeba.
- The Summit took place in the framework of the international efforts developed at the level of the United Nations, African Union, the International Conference for the Great Lakes, and the Southern Africa Development Community aimed at stabilizing the situation in the East of the Democratic Republic of Congo notably through the operationalization of the intervention brigade within MONUSCO.
- The Heads of State reaffirmed the importance of the Framework Agreement as the most adequate perspective for the peaceful resolution of the crisis and conflict in the east of the DRC safeguarding its sovereignty and territorial integrity as an essential condition for the social and economic development of this country, the peace, security and stability in the region and the process of regional integration.
- The Presidents of Angola and South Africa reiterated their support to the efforts carried by President Cabila and his government to bring peace, stability and development in the DRC. In this context, the Heads of States decided to elevate the existing bilateral relation into a Tripartite Mechanism of cooperation DRC-Angola-RSA with a view to creating favourable conditions for the implementation of the above mentioned Framework-Agreement.
