Final Communiqué of Tripartite Summit, Angola, 23 August 2013, Republic of Angola, Ministry of External Relations
The Presidents of the Republic of Angola, His Excellency José Eduardo dos Santos, the Democratic Republic of Congo, His Excellency Joseph Kabila Kabange and of the Republic of South Africa, His Excellency Jacob Zuma, met at a Tripartite Summit on 23 August 2013 in Luanda to review the current situation in the Democratic Republic of Congo, in the light of the implementation of the UN/AU Framework-Agreement for Peace, Stability and Cooperation in the DRC, signed on 24 February 2013 in Addis Ababa.
The Summit took place in the ambit of the international efforts undertaken at the level of the United Nations, the African Union, the International Conference for the Great Lakes Region and the Southern African Development Community, aimed at stabilising the current situation in the Eastern Democratic Republic of Congo.
The three Heads of State reaffirmed the Framework-Agreement as the most important and realistic initiative for a peaceful settlement of the crisis and conflict in the Eastern DRC, safeguarding her sovereignty and territorial integrity as an essential condition for the economic and social development of this country, peace, security and stability in the region and the process of regional integration.
The three Heads of State also witnessed the signing of the Memorandum of Understanding between Angola, DRC and South Africa on the establishment of a Tripartite Mechanism on Dialogue and Cooperation, taking into account common interests between the Parties and the need to establish a strategic cooperation to consolidate peace, security, stability and economic cooperation.
The Presidents of Angola and South Africa renewed their support for the efforts undertaken by HE President Joseph Kabila Kabange and his Government in the quest for peace, stability and development in the DRC.
Taking note of the desire expressed by the Conference for the Great Lakes Region and SADC to hold a joint summit in Luanda, Republic of Angola, aimed at taking stock of the implementation of the Framework-Agreement, the Heads of State expressed their support for the joint Summit and hoped that it would be held within the shortest possible time preferably before the upcoming UN General Assembly.
Presidents José Eduardo dos Santos, Jacob Zuma and Joseph Kabila Kabange expressed their deep concern regarding the escalation of violence in the Arab Republic of Egypt. In this regard, the three Heads of State urged the transitional authorities in Egypt, particularly the security forces, to act with restraint. They also urged the African Union and the International Community to continue to play an active role in the settlement of the crisis that prevails in Egypt and assist the country to return to constitutional normalcy.
