Final communique from the Extraordinary Summit of Heads of State and Government of Central Africa on the security situation in Central African Republic, N'Djamena, Chad

Convened by the Chairman of the Economic Community of Central African States, His Excellency Idriss Deby Itno, an Extraordinary Summit was held in N'Djamena, on Thursday, April 18th, 2013, to examine the effect of the situation prevailing in the Central African Republic.
Took part in the Summit,
- His Excellency Idriss Deby Itno, President of the Republic of Chad, Current Chairman of ECCAS;
- His Excellency Denis Sassou Nguesso President of the Republic of Congo;
- His Excellency Ali Bongo Ondimba, President of Gabon;
- His Excellency Jacob Zuma, President of the Republic of South Africa;
- His Excellency Amadou Ali, Vice Prime Minister, Minister Assigned at the Presidency of the Republic, in Charge of Relations with Assemblies
- His Excellency H.E. Raymond Tashibanda, Minister of Foreign Affairs, International Cooperation and French Speaking Countries Organization of the Democratic Republic of Congo;
- H.E. Agapito Mba Mokuy, Minister of Foreign Affairs of Equatorial Guinea;
- H.E. Issifou Kogui Ndouro, Minister of State in Charge of Presidential Affairs of the Republic of Benin;
- H.E. Sebastien Fernandes, Ambassador of Angola to Chad;
- His Excellency Me. Nicolas Tiangaye, Prime Minister of the Central African;
- As well as Mr Nassour Guelendougsia Ouaidou Secretary General of ECCAS
The Summit was held in the presence of representatives of the Secretary-General of the United Nations, the President of the African Union Commission, the President of the European Union Commission, the Secretary-General of International Organization of French Speaking Countries, the United States of America and France.
Opening the meeting, the Current Chairman of ECCAS, His Excellency Idriss Deby Itno, summarized the successive crises that the CAR has faced over the last twenty years and the multiple efforts deployed by the Sub-region in particular and the International Community in general in favor of peace in this country, such as the last Libreville Agreement of 11 January 2013. President Idriss Deby Itno deplored the violation of this Agreement by the main CAR political actors, which violations led to the change of power by force.
While condemning the coup, the Chairman of the ECCAS urged the International Community to a duty of solidarity and support for the CAR, with regard to the political and social chaos this country is going through.
President Idriss Deby Itno then highlighted the object of the Extraordinary Summit which aims to assess the situation with clarity and insight since the last Summit in Ndjamena with a view to find a definitive solution to the crisis in the Central African Republic.
The Summit also received a briefing from the CAR transition Prime Minister, Me. Nicolas Tiangaye on the political, institutional, security and humanitarian situation in his country. He was then completed by the Secretary General of ECCAS Mr. Nassour Guelengdouksia Ouaidou, the Special Representative of the United Nations Secretary General Mme. Margaret Vogt, The Special Representative of the Commission of the African Union in CAR Mme. Hawa Ahmed Youssef and the Representative of the International Organization of French Speaking Countries Mr. Louis Michel. The Summit also noted interventions of the Representatives of European Union, France and United States.
The ECCAS Heads of State and Government as well as the CAR partners have expressed their worrying about the degradation of security and humanitarian situation prevailing in the capital city and inside the country. Consequently, they appealed to the Transition Authorities on case of Human Rights violation, the recruitment of children in the armed groups, the tooling and exhorted them to take necessary action to restore the security in the country.
At the end of the various interventions and after consultations in camera, the Heads of State and Heads of Delegations have reaffirmed that the 11 January 2013 Libreville Agreement is and remain the central milestones of political arrangements during the transition period, they as well took act of the establishment of the Transition National Council and the appointment of the Head of State by this organ.
Heads of State and Government adopted a roadmap relative to the composition and the functioning of the NTC, as well as a document including elements for the design of an additional roadmap for Transition in CAR.
They have decided to reactivate the Monitoring Committee of the Libreville Agreement and the setting up of an International Contact Group in charge of mobilizing the necessary support to the success of the transition.
Heads of States and Government agreed to provide the Central Africa Multinational Force (FOMAC) with a total of 2000 (two thousands) soldiers, as well as an appropriate mandate in order to support the efforts of the Transition Government both for security matters and the restructuring of Defence and Security Forces.
Moreover, the Heads of States and Heads of Delegations reminded that the restoration of peace and security, the revival of the administration throughout the territory and the economical activities, the preparation of elections are the priority domains of the governmental actions during the transition period.
The Summit called on the International Community, including the United Nations, the African Union, the European Union, the International Organization of French-speaking Countries and all good wills to provide political support as well as financial and material support to the initiatives taken by ECCAS to bring peace in the CAR.
The Summit invited the Transition Government to respect all the International Commitments of CAR, namely the Regional Cooperation Initiative for the eradication of LRA based in CAR.
Then, the Summit welcomed the active participation of its partners, which participation reflects all their interest in the restoration of peace in Central African Republic.
Finally, the Summit expressed its gratitude and appreciation to President Idriss Deby Itno, Chairman of ECCAS, for the efforts he has been making to resolve the crisis in the Central African Republic and to the people and the Government of Chad for the warm welcome extended to the various delegations.
