MR A J NYAMBI TO ASK THE MINISTER OF INTERNATIONAL RELATIONS AND COOPERATION:

Whether South Africa is succeeding in achieving its objectives as a member of the Brazil, Russia, India, China and South Africa alliance; if not, why not;

What are the South African Governments plans and strategies in this regard; if so, what are the relevant details? 

REPLY:

Yes.

Cabinet adopted the BRICS Strategy in September 2013 and various objectives for its membership are out lined in this strategy, notably:

  • The domestic level aims to strengthen political and economic relations, in line with domestic imperatives as manifested in applicable policy frameworks and the recent State of the Nation Address;

  • On the regional level the objective is to enhance the African agenda and to promote Africa’s sustainable development, regional integration and industrialisation programmes; and

  • On the global level the objective is the pursuit of global governance reform.

Cabinet created 3 structures to oversee the Fifth BRICS Summit, i.e. Inter-Ministerial Committee (IMC), Inter-Departmental Technical Senior Officials’ Team (IDTSOT) and the Inter-Departmental Logistics Committee (IDLC).  The IMC also met on the margins of the   Cabinet Lekgotla on 8 February 2013 for a strategic review of the Summit.

Government plans to host the Fifth BRICS Summit at the Durban International Convention Centre from 26-27 March 2013.

Communication

There are structures responsible for overseeing efforts to market and brand the BRICS Summit in South Africa and internationally i.e. the Summit website has also been activated (www.BRICS5.co.za).

A Statistics Publication will also be launched. Public Diplomacy is preparing a publication for the Summit. Road shows to various the Provinces are also being undertaken.
