Whether, with regard to the conflict in the eastern part of the Democratic Republic of Congo, she has investigated and assessed the findings of the United Nations report that Rwanda and Uganda are allegedly supporting the rebels; if not, why not and what are her plans in this regard; if so, what are her findings and what are the further relevant details?
REPLY:
No, because the report of the Group of Experts was not adopted by the United Nations Security Council. The Group of Experts on the Democratic Republic of Congo (DRC) was mandated by the Security Council to monitor the violation of sanctions and the arms embargo during the United Nations Sanctions Committee meeting. The SADC troika of which South Africa is part, has played a central role in ensuring that a Peace, Security and Cooperation Framework for the DRC and the region is agreed to by all parties in the DRC. This agreement was signed in Addis Ababa, Ethiopia on 24 February 2013. The Framework aims at contributing to address the underlying causes of the conflict in the DRC and the Great Lakes Region.
South Africa has constantly condemned the violation of the sovereignty and territorial integrity of the DRC.
