What (a) are the prospects for peace-building, peace enforcement and stability on the African continent since the establishment of the African Capacity for Immediate Response to Crises (ACIRC) on 5 November 2013 and (b) has it put the negative forces that prohibit its development on the continent on the back foot? REPLY:
(a) It is without doubt that the African continent has made tremendous strides towards consolidating democracy and creating a better life for all Africans. This is evidenced, among others, by the reduction in the number and intensity of armed conflicts, the defeat and surrender of negative forces, the reduction in unconstitutional changes of governments, the success of mediation processes and the prevalence of peaceful and democratic elections. The African Capacity for Immediate Response to Crises (ACIRC) is yet another mechanism at our disposal which has the potential to reduce, and ultimately bring to an end the scourge of conflict on the African continent.
(b) These and other successes are a clear indication that Africa is ready to solve its own problems in line with the principle of African solutions to African problems. A recent case in point is the success of the Force Intervention Brigade, to which South Africa has deployed troops, which has led to the neutralisation of negative forces such as the March 23 in the north of the Democratic Republic of Congo. We are striving to live up to our commitment to silence the guns by the year 2020.
