REPLY:
South Africa’s duty towards foreign nationals that are in the country as per the diplomatic agreements with other countries (in other words, foreign national diplomats) are governed and guided by the Geneva Convention on Diplomatic Immunities and Privileges (to which South Africa is a signatory to). All other foreign nationals (in other words, those foreign nationals who are not diplomats) are managed through immigration laws which are administered by the Department of Home Affairs.
