Final Communiqué of the AU Troika Committee and the AU High-Level Committee on Libya, in Cairo, Arab Republic of Egypt, 23 April 2019
1. At the invitation of President of the Arab Republic of Egypt and the current Chair of the African Union HE President Abdel Fattah Al-Sisi, Cairo has hosted Summit-level meeting the AU Troika Committee and the AU High-level Committee on Libya to address the situation in Libya. The meeting comprised H.E. Denis Sassou Nguesso, President of the Republic of Congo and Chairperson of the High Level Committee on Libya and members of the AU Troika, HE Paul Kagame President of the Republic of Rwanda and HE Cyril Ramaphosa President of the Republic of South Africa and attended by Chairperson of the AU Commission HE Moussa Faki.
2. The Heads of States have reviewed; inter alia, the latest developments in Libya, the historical significance of relations between Libya and the African Union, renewing commitment to extend support to the stability and territorial integrity of Libya, the resumption of negotiations based on a Libyan political agreement, which would allow the Libyan state organs to become fully-functional, namely; the Presidential Council, the House of Representatives, the Supreme State Council and the Libyan national army; rehabilitating state institutions to fully discharge their duties so as to reflect popular will, empowering the Libyan army to perform its tasks to preserve the sovereignty and territorial integrity of Libya by ending the chaos brought about by the warring factions, limiting the possession of arms to the army and law-enforcement forces to be able to perform their duties in maintaining security and stability and countering terrorism, which can plunge Libya into unrest and would prompt foreign intervention in the Libyan state of affairs and would exhaust the resources of the people of Libya. The Heads of State affirmed that the African countries will be adversely affected by the continuation of instability in Libya and hence, African partners are as keen as can be to find a negotiated solution in Libya based on a home-grown African formula.
