HISTORY AND PRESENT STATUS

South Africa's participation in the activities of the Commission provides an opportunity to be part of global policy making regarding the question of crime prevention and criminal justice. A South African delegation participates in the sessions of the Commission, which are held annually, as well as in the Crime Congresses, which take place every five years.

RELEVANT TREATIES/PROTOCOLS

South Africa is a party to the:

  • United Nations Convention against Transnational Organised Crime and its related Protocols re
  • Protocol to Prevent, Suppress and Punish Trafficking in Persons, Especially Women and Children;
  • Protocol against the Smuggling of Migrants by Land, Sea and Air; and
  • Protocol against the Illicit Manufacturing of and Trafficking in Firearms, their Parts and Components and Ammunition.

United Nations Convention against Corruption.


GENERAL COMMENTS

Under the auspices of the United Nations Centre for Crime Prevention, the 11th United Nations Congress on the Prevention of Crime and the Treatment of Offenders took place in Bangkok, Thailand, in April 2005. South Africa was represented by Minister C Nqakula, Minister of Safety and Security; Minister Z S T Skweyiya, Minister of Social Development; Deputy Minister J de Lange, Deputy Minister of Justice and Constitutional Development; and representatives from the Departments of Justice and Constitutional Development, Social Development, Correctional Services, South African Police Service, and the Department of Foreign Affairs. Minister Nqakula led the South African delegation. South Africa's country Report submitted to the Congress can be accessed through the web-site www.saps.gov.za

The Congress culminated in the adoption of the Bangkok Declaration, which would serve as a road map for the Members States of the United Nations in the area of crime prevention and the treatment of offenders.
